- Preheat oven to 450 degrees Fahrenheit. Whisk together sesame oil, low-sodium soy sauce, sambal oelek (ground fresh chile paste), rice vinegar, and fish sauce in a small bowl. Stir together cooked rice, carrots, red bell pepper, onion, ginger, garlic, and ½ cup of the scallions in a large bowl. Add sesame oil mixture to rice mixture and stir well to fully coat.
